The efficient administration and management of the integration process is a key part of the Andean Community General Secretariat’s Working Program. Programs and actions that affect other General Secretariat working areas transversally are accordingly identified and
classified as part of this area.

 
 
LEGAL COUNSELING
The purposes of legal counseling are to advance the investigation and analysis of cases stemming from claims filed by Member Country governments, individuals and legal entities, in order to further develop the Andean Community’s legal system; to perfect the Andean dispute settlement system; and to provide legal counseling for all other General Secretariat programs. Its main components or lines of action are: dispute settlement and the perfecting of that system and legal counseling. 
 
 
STATISTICS
This program aims to supply quality economic, social and environmental statistics about the Andean Community. It also seeks to coordinate the efforts of the General Secretariat and of Member Country statistical services to produce Community statistics under a harmonized methodological system and to ensure the sustainability of Community statistical production.

TECHNICAL COOPERATION
The objective of this program is to consolidate an Andean Community General Secretariat international technical and financial cooperation policy that is in line with the priorities of the Andean integration process and the CAN’s foreign relations. It also seeks to raise additional cooperation funds from new sources and to increase the resources that are received from sources already cooperating with programs underway.
 
 
COMMUNICATIONS AND CULTURE
This program is intended to contribute to a fuller knowledge of the integration process through the spoken --radio and television--, written and digital media, as well as by means of participatory communication and cultural dissemination.
 
 
INFORMATICS AND DOCUMENTATION
This program is designed to provide support services for General Secretariat management activities in the areas of technological infrastructure, data processing services, information systems, telecommunications services and document administration, organization and control. The Documentation Center and Archives handle information needs and administer the documentary funds of the Andean integration process.
 
 
RELATIONS WITH ANDEAN INTEGRATION SYSTEM (SAI) ORGANS AND INSTITUTIONS
The objective of this program is to effectively coordinate the activities of AIS organs and institutions in order to fulfill Presidential guidelines. To this end, the Chairman of the Andean Council of Foreign Ministers will, with the support of the Andean Community General Secretariat, convene and chair the Meeting of Representatives of the System’s institutions.

SUMMITS AND WORK PLAN
This program is aimed at the timely and efficient organization of the regular and special Summits of the Andean Council of Presidents (ACP) envisioned in the Cartagena Agreement and at following up on the Presidential guidelines and agreements emanating from those meetings.
 
 
PROGRAM OF COOPERATION WITH AND SUPPORT FOR BOLIVIA (PCSB)
The Program’s purpose is to strengthen Bolivian organizational actions and initiatives, in order to overcome asymmetries in their social and economic formation. The PCSB, which for several years was limited to supporting CAN General Secretariat activities in Bolivia, now seeks to emphasize national actions and initiatives carried out under the Program and in keeping with CAN Guidelines that help to progressively overcome imbalances.
 
 
ADMINISTRATION
Objectives of this program are to administer human, financial and logistic resources efficiently and to use the necessary procedures to facilitate implementation of the activities of the General Secretariat’s Annual Working Program within the framework of policies established through Commission Decisions, Resolutions, Regulations and the internal rules of the General Secretariat.
